South St. Paul is a city of about 20,800 people in Dakota County, Minnesota. This update loads two sets of Flock audit logs from the South Saint Paul Police Department. The network audit lists every search of South Saint Paul’s cameras by any agency from August 2025 through July 2026. The organization audit lists every search run by South Saint Paul’s own Flock users from November 2025 through July 2026. The agency redacted all license plates in both sets. It also redacted operator names and case numbers in the network audit. Both sets contain 2,199 of the same searches, which South Saint Paul ran from November 2025 onward.

#Most outside searches stopped in mid-June 2026

Other agencies ran 37,979 of the 40,470 network searches (93.8%). Most of those searches stopped in the second half of June 2026. From May 1 to June 14, 69 outside agencies ran 8,957 searches. From June 22 to July 31, nine outside agencies ran 1,374. St Paul MN PD, Coon Rapids MN PD, Anoka County MN SO, and Crow Wing County MN SO all made their last searches on June 16 or 17.

The nine agencies that kept searching were Dakota County MN SO, Elk River MN PD, Fridley MN PD, Grand Rapids MN PD, Hopkins MN PD, Lake City MN PD, Isanti County MN SO, West Saint Paul MN PD, and Wright County MN SO.

Fourteen network audit records cite immigration or an ICE detainer. South Saint Paul’s own Flock users ran none of them.

The network audit has 56 records with “test” in the reason, not counting searches for cars taken on test drives. Crow Wing County MN SO ran 42 of them. One South Saint Paul search on April 7, 2026 carries the reason “City Planning/Traffic Analysis - System Test”. It appears in both audits.
