Napa County is in the North Bay region of California. About 138,000 people lived there at the 2020 census. We loaded 121,955 Flock audit records from the Napa County Sheriff’s Office. The records come in 44 monthly files covering January 1, 2023 through August 10, 2026. Thanks to Napa Free Press for obtaining and sharing these records.

#Report highlights

#Develop your own probable cause

752 records tell operators to “develop own PC” or carry similar “own PC” wording. Many read like bulletins for other agencies’ cases: identify a vehicle, find a reason to stop it, and send the ID to a named sergeant or outside department.

#Low-level offenses

740 records cite low-level reasons. These include traffic infractions (490), driving on a suspended license under Vehicle Code 14601 (73), trespass (69), curfew, loitering, and vagrancy (60), and illegal dumping or littering (51).

#Searches for a “we the people” sticker

Between 5:39 and 5:51 p.m. Pacific time on July 8, 2026, Ronnie.Galindo@countyofnapa.org ran three freeform searches for one truck. A freeform search describes a vehicle in words instead of a plate number. Each search asked for a blue GMC pickup with a black “we the people” sticker on the tailgate and a San Francisco 49ers sticker on the rear window. All three gave the reason “Larceny/Theft Offenses - 488 TSC”. Penal Code 488 covers petty theft. Two searches looked back 30 days and one looked back eight days. Each covered five or six networks.
