Panama City is the county seat of Bay County, Florida. About 32,900 people lived there at the 2020 census. We loaded two sets of Flock audit records from the Panama City Police Department. The org audit lists searches run by Panama City Flock users. The network audit lists searches by any agency that reached Panama City’s cameras. Both come as one file per month, July 2025 through June 2026. All times below are Central time. Thanks to Lucas of NWFL for sharing these records.

#Org audit metrics

  • Type: Organization audit
  • Timespan: Jul 1, 2025 – Jun 30, 2026 (365 days)
  • Records: 33,168
  • Search types: lookup (20,534), search (9,138), lookup - Mobile (3,295), visual (107), multiGeo (47), convoy (28), search - Mobile (10), freeform (9)
  • Operator name: redacted on 33,168 records
  • License plate: redacted on 26,422 records; blank on 6,746
  • Case # present: 25,091 (75.6%); redacted on 25,091 records; blank on 8,077
  • Filters: redacted on 20,097 records; blank on 13,071
  • Reason: redacted on 4,173 records; partly redacted on 2,173; blank on 1,392
  • Search time: redacted on 1 record; blank on 1

The org name on all records is Panama City FL PD. The agency redacted the operator name on all records, so this post has no operator table. The org audit has records on every day except May 9, 2026.

The fully redacted reasons all fall between July and December 2025. The partly redacted reasons all fall between July and November 2025. They keep a prefix and replace the rest with ***, as in gt-*** (1,181 records) and gt*** (805), counted in any capitalization. The 2026 files have neither.

Reasons changed form over the year. From July through November 2025, almost no reason takes the form “Category - detail”. In 2026, 12,520 of 14,793 reasons (84.6%) do.

#Network audit metrics

  • Type: Network audit
  • Timespan: Jul 1, 2025 – Jun 30, 2026 (365 days); no records after 9:56 p.m. on June 30
  • Records: 8,275,557
  • Organizations (network): 4,650
  • Search types: lookup (6,485,616), lookup - Mobile (1,016,493), search (589,529), search - Mobile (147,795), convoy (15,425), apiV2Extended (11,498), apiV1 (8,034), and five other types with 1,167 records combined
  • Operator name: redacted on 8,275,557 records
  • License plate: redacted on 7,669,632 records; blank on 605,925
  • Case #: redacted on 2,851,490 records; blank on 5,424,067
  • Filters: redacted on 3,143,898 records; blank on 5,131,659
  • Reason: blank on 4,999 records; not redacted

The median network search covered 5,787 networks. 78.0% covered 1,000 networks or more. In the org audit, the median lookup covered 593 networks and the median search covered 2.

The network audit includes 32,888 searches by Panama City FL PD. 32,873 of the 33,168 org audit record IDs appear among them. The agency did not redact reasons in the network audit. On 10,732 of the matching records, the org audit shows ***, a blank, or a shorter reason where the network audit shows the full text. Some of those reasons contain personal names. On 1,729 matching records, the org audit shows *** for the plate where the network audit leaves it blank.

The bars show network audit searches per week. The line shows org audit searches per week. Weeks start on Monday. The chart runs from the week of July 7, 2025 to the week of June 22, 2026. It leaves out the first and last weeks because the files do not cover all of their days. It also leaves out the 67 network rows that repeat an earlier row, ID included, and the two org records with no search time.

#Report highlights

#Immigration

8,245 network records from 287 agencies match the immigration report’s terms. No org record matches. No Panama City FL PD search in the network audit matches.

Flock’s reason categories “Immigration (criminal)” and “Immigration (civil/administrative)” first appear in these files on December 18, 2025. 6,441 network records from 194 agencies use them: 4,347 criminal and 2,094 civil/administrative. Florida Highway Patrol (2,485), Fish and Wildlife Commission FL PD (1,117), and Bay County FL SO (448) entered the most.

366 records give only “ICE” as the reason, in some capitalization. Lowndes County GA SO entered 195 and Fish and Wildlife Commission FL PD entered 81. “Ice” is also slang for methamphetamine, and a one-word reason does not show which meaning the operator intended.

#First Amendment

No org record matches. 731 network records match the report’s terms, but many use words such as “video”, “drone”, or “interfere” in other senses. These network reasons cite protests or demonstrations:

  • Lubbock TX PD gave the reason “protest veh” 61 times between July 2 and July 15, 2025.
  • Cobb County GA PD gave a reason citing a protest at Jewish facilities 16 times on November 24, 2025.
  • Burlington NC PD gave the reason “protest intelligence” 10 times on November 21, 2025.
  • South Dakota Division of Criminal Investigation gave a reason citing “Sturgis rally surveillance” 8 times on August 5–6, 2025.
  • Florida Highway Patrol gave the reason “demonstration” 7 times on November 7, 2025.
  • Whitfield County GA SO gave the reason “demonstration” 5 times on October 1, 2025.
  • Montgomery AL PD gave a reason citing “protest threats” 5 times on May 16, 2026.

#Develop your own probable cause

2,419 network records from 164 agencies match the report’s terms. “MYOC” appears in many of them. Porter County IN SO (434), Carmel IN PD (231), and Wood Dale IL PD (181) entered the most.

Six of the matches are Panama City FL PD searches. Their network reasons say the operator needed probable cause. They date from August 5, 2025, October 22, 2025, and April 9, 2026. In the org audit, the same six reasons show only a code or a category.

#Low-level offenses

226 org records match the report’s terms. 71 cite disorderly conduct, 65 cite prostitution, 41 cite trespass, 25 cite littering, 14 cite expired tags, and 7 cite curfew or loitering. 194 of the 226 fall in 2026. In the network audit, 41,593 records from 1,711 agencies match.

#Profiling

No org record matches. 52,332 network records from 188 agencies match the report’s terms. Houston TX PD entered 49,476 of them, almost all with its “Narcotics / Gang Investigation” category.

Each workbook holds one sheet. The sheet name is the first 31 characters of the file name, such as 7_1_2025-7_31_2025-Panama City (with a trailing space) or 10_1_2025-10_31_2025-Panama Cit. The output table below lists the row count of each sheet.

All 24 sheets have the same 13 columns: ID, Name, Org Name, Total Networks Searched, Time Frame, License Plate, Reason, Case #, Filters, Search Time, Search Type, Text Prompt, Moderation. There is no Total Devices Searched column. Header cells after ID start with a space, such as " Name". In the January 2026 org sheet, “License Plate” has no leading space. The importer trims header names.

#Conversion

We converted the sheets with packages/data-load/data/audits/panama-city-fl/unprocessed/panama-city-fl-xlsx2csv.py (SHA-256 42e2814d8f0b2968b7576949959c3db956c95b065b33fd79419aaac8054d520b) under Python 3.12.15 and openpyxl 3.1.5. It adapts the Riverside County converter. It changes only the log line, which reports skipped empty rows as ranges. The driver panama-city-fl-stage.sh (SHA-256 25a8d2ff2b58cbca42d6597612a249bcb48556b99a6040328c4d976b3292f2a8) runs it once for each line of panama-city-fl-jobs.tsv (SHA-256 ff81c056d18ab885fae8e2d191375b3e0184ef6df8f8d789d02322b924e2e1cd), which maps each workbook and sheet to a staged file name. The driver then runs the fix-up script described below:

panama-city-fl-stage.sh <directory with the released workbooks> <output directory>
# which runs, for each job:
python panama-city-fl-xlsx2csv.py "<workbook>.xlsx" "<sheet>" <output.csv>

The script opens the workbook with load_workbook(read_only=True, data_only=True). It reads cell values, not formulas. It behaves as follows:

  • The first non-empty row is the header. Header text is written as-is, including leading spaces. Trailing empty header cells are dropped.
  • A row is empty if every cell is empty. Empty rows are skipped.
  • Text cells are written as stored, untrimmed. NUL bytes would be removed; the files hold none.
  • Number cells in Total Networks Searched are written as integers.
  • Number cells in other columns are written as their stored value. A whole number is written without a decimal point. This includes cells with a scientific format, which Excel shows in short form but stores in full. Cells with a fraction format are written as the fraction Excel shows, such as “21/38”. Cells with a thousands separator are written as the stored number.
  • Cells that Excel stores as dates are written as Excel shows them: mmm-yy as “Oct-99”, d-mmm as “17-Oct”, and mm-dd-yy as “10/20/2026”. Cells with a time format are written as “h:mm” or “h:mm:ss”. These cells are in the Reason column. They hold entries such as police ten-codes (“10-99”) that Excel had already stored as dates in the source workbooks. The original typed text cannot be recovered.
  • Boolean cells are written as TRUE or FALSE.
  • Empty cells are written as empty strings. Trailing empty cells are trimmed, then the row is padded to the header’s width. Cells beyond the header’s width would be dropped; the sheets hold none.
  • Output is UTF-8 without a byte order mark. Every field is quoted. Lines end with LF. Line breaks inside a cell, as in Time Frame, stay inside the quotes.

The script does not parse or change times. Search Time and Time Frame stay as the UTC strings in the source, such as “07/27/2025, 11:24:34 PM UTC”. The conversion is deterministic. We did not use packages/data-load/scripts/xlsx_to_csv.py, because it writes Excel dates as “1940-10-01 00:00:00”.

The converter wrote these cells as described above. The July through December 2025 network sheets hold 14,040 date cells (9,492 mmm-yy, 4,537 d-mmm, 11 mm-dd-yy), 21 fraction-format cells, 9 booleans, 3 scientific-format cells, 2 time cells, and 2 cells with a thousands separator. The January and February 2026 network sheets hold 88 date cells. The org sheets hold none.

#Changes

These are all the changes, in order:

  1. Empty rows skipped during conversion. Only the January 2026 org sheet has empty rows: Excel rows 1994–48524, 49611–140594, 171772–217081, 1021823–1034437, and 1048575–1048576 (195,442 rows).
  2. Filler rows dropped. The January 2026 org sheet holds its 1,992 records in Excel rows 2–1993. Between the empty runs, Excel rows 48525–49610, 140595–171771, 217082–1021822, and 1034438–1048574 (851,141 rows) hold *** in column F (License Plate) and nothing else. They have no ID, no search time, and no org name. The importer would have stored them as a Panama City FL PD search with no time. We ran packages/data-load/data/audits/panama-city-fl/unprocessed/panama-city-fl-fixups.py (SHA-256 52f3f5a9c5c84aef2137d01bee7da439b1309e7264e85d8f0c1378b8784b9b38) from the staging directory. It drops these rows from 2026-01-Organization-Audit.csv. They are CSV records 1,993 through 853,133, after all 1,992 data rows. The script asserts the count and position before it writes.

We did not rename headers, add or remove any column, trim values, change time zones, or split or merge files.

“Sheet rows” counts the rows below the header, including empty and filler rows. The SHA-256 values apply to the files after all changes above. We re-ran the driver on the released workbooks in a separate directory. All 24 staged files matched byte for byte.

#Checked and left unchanged

  • Only the January 2026 org sheet reaches Excel’s 1,048,576-row limit. Its records end at Excel row 1993; the rest is empty or filler. Its records run through 12:53 p.m. on January 31, 2026. All 1,973 January searches by Panama City FL PD in the network audit appear in it. No other sheet comes near the limit. The largest, the June 2026 network sheet, has 789,009 rows including the header.
  • No columns shift. Every Search Time in the staged files parses as a UTC timestamp, except two records in the February 2026 org file. One holds *** and the other is blank. The network audit lists both record IDs with search times at 11:32 and 11:33 a.m. on February 12, 2026. We left both rows as they are. The importer stores them without a search time.
  • No sheet has cells beyond its header’s width, filler rows other than those above, or trailing empty rows other than those above.
  • 67 network rows repeat an earlier row in the same sheet, ID included: 2 in August 2025, 2 in October 2025, 2 in November 2025, 3 in December 2025, 1 in March 2026, 56 in April 2026, and 1 in June 2026. No ID repeats across sheets. We kept them. The importer stores one copy of identical rows.
  • We kept *** values as they appear. We did not reverse any redaction.
  • Some Org Name values end with a space, such as "Fort Lauderdale FL PD ". The importer trims them.
