#Report highlights

#Immigration

1,841 network records from 46 agencies match the immigration report’s terms. Many of them do not refer to immigration. “DHS” is a common short form of Desert Hot Springs, as in “DHS PD” (110 records) and “DHS 187”. Other false matches include “Tracker removal”, “southbound”, and “Wanted sexual predator from San Diego”. The org audit has no matches.

Houston TX PD gave “immigration” as the reason 121 times between January 23 and March 4, 2025. The forms include “Immigration”, “IMMIGRATION”, and “immigration enforcement”.

California Highway Patrol entered 425 reasons that name Stonegarden between December 23, 2024 and July 25, 2025. Most are numbered “interdiction log” entries. Five other agencies entered 70 more. Operation Stonegarden is a Department of Homeland Security grant program that funds state and local police work on border security.

Seven agencies named CBP in 152 records. San Diego County CA SD entered 99 of them between January 7 and May 7, 2025.

The report’s terms do not include “HSI”, the short name of Homeland Security Investigations. HSI appears in 3,479 network reasons from 50 agencies. Menifee CA PD entered 1,953 of them between November 2, 2021 and August 16, 2025. Most read “HSI inv” or cite HSI narcotics cases.

Anaheim CA PD gave the bare reason “ICE” 14 times on June 12, 2025. “Ice” is also slang for methamphetamine, and a one-word reason does not show which meaning the operator intended.

#First Amendment

1,628 network records from 76 agencies match the report’s terms. Many cite churches, video, or the city of Temple City. 165 records from 14 agencies contain the word “protest”. The org audit has no matches.

  • On June 14, 2025, the day of the nationwide “No Kings” protests, Riverside County CA SO ran 46 searches with reasons such as “pprotest”, “city protests”, and “cat city protests”. The same day, Anaheim CA PD gave “gene autry protest” 9 times, Daly City CA PD gave “SF PROTEST” 5 times, and San Bernardino County CA SO gave “no king” once.
  • San Bernardino County CA SO gave “ICE PROTEST” twice on June 9, 2025.
  • Escondido CA PD ran 28 searches citing a protest on February 2, 2025. 22 gave “2/2/25 Protest ATI Vehicle” and 3 gave “Immigration Protest”.
  • Irvine CA PD gave “veh seen at protest” 19 times on February 7, 2026.
  • California Highway Patrol gave “DXE Operation 25-454” 43 times on May 27, 2025. Merced County CA SO gave “DXE activity” twice on May 6, 2025. DxE is the short name of the animal rights group Direct Action Everywhere. The reasons do not say whether they refer to it.
  • Orange County (CA) DA Office cited election or voter fraud 98 times between January 14 and September 8, 2026.

#Develop your own probable cause

1,850 network records from 57 agencies match the report’s terms. Houston TX PD entered 549, Santa Clara CA PD 387, and San Mateo CA PD 241. San Mateo CA PD gave one reason 234 times between February 21 and February 23, 2024: “Develop PC to conduct ID stop, use Officer Safety as firearm is outstanding.” Some matches cite a Penal Code section, as in “wanted felon for PC 422”, and do not ask operators to develop probable cause. The org audit has no matches.

#Low-level offenses

200 org records match the report’s terms. 119 cite disorderly conduct, 71 trespass, 9 illegal dumping or littering, and 1 curfew, loitering, or vagrancy. In the network audit, 40,405 records from 293 agencies match.

#Profiling

10,547 network records from 117 agencies match the report’s terms. Most cite gangs. Los Angeles CA PD entered 2,715 and Houston TX PD 1,863. The org audit has no matches.

#How we processed the files

We changed no file. Each staged CSV is a byte-for-byte copy of a released file under its released name. We left one released network file out because a later file holds every one of its records.

#Extraction

The files arrived in zip archives. We extracted every member with Python 3.12.15’s zipfile module, reading and writing raw bytes. The archives hold no folders, so no file was renamed or flattened. To check the result, we ran the same extraction into a separate folder and compared SHA-256 hashes for all 93 files. They matched.

#Files left out

“7_1_2026-7_6_2026-Desert Hot Springs CA PD-Network-Audit.csv.” This file holds 83,790 rows from July 1 through 12:42 p.m. on July 6, 2026. All 83,790 IDs also appear in “July 2026 NETWORK - 7_1_2026-7_31_2026-Desert Hot Springs CA PD-Network-Audit.csv”. The July file holds no other rows in that time span. 47,605 of the shared rows match in every field. The other 36,185 differ in Reason, Org Name, or both:

  • In 33,626 rows, the reason in the July 1–6 file ends with " - " and the July file’s does not, as in "Robbery - " and “Robbery”.
  • In 5,092 rows, the org name differs. In 3,163, it differs only by a leading or trailing space, as in "City of Riverside CA PD " (1,952). In the rest, the name itself differs: “San Diego County CA SD” and “San Diego County CA SO” (1,504), “Sacramento CA PD” and “Sacramento CA PD [Inactive]” (319), “Town of Los Gatos CA” and “Los Gatos CA” (95), and two smaller pairs.

The import step hashes every field except the ID, so importing both files would load most of the 36,185 rows twice. We kept the July file whole and did not import the July 1–6 file. This keeps the July file’s version of all 83,790 rows, so July, August, and September 2026 come from one export. The network files through June 2026 keep the trailing " - " form. The June 2026 file has it on 226,758 rows. The July, August, and September files have it on none.

#Staged CSVs

Row counts exclude the header. The 68 network files hold 13,609,025 rows.

#What we checked and left unchanged

  • Headers. All 75 staged files share one 13-column header: ID, Name, Org Name, Total Networks Searched, Time Frame, License Plate, Reason, Case #, Filters, Search Time, Search Type, Text Prompt, Moderation. Every name after ID starts with a space, such as " Org Name".
  • Format. The files are UTF-8 with no byte-order mark. Rows end in \r\n. Fields that hold a comma or a line break are quoted, and so are some fields that hold a tab. Time Frame holds two timestamps separated by \n inside quotes. Some reasons in 12 network files also contain line breaks.
  • Missing values in the org audit. The License Plate and Filters columns are present, but every cell is empty. The import step reads each column by name and stores an empty value for an empty cell, so the files import as released.
  • Repeated IDs within a file. 15,549 rows in 16 network files repeat the ID of an earlier row in the same file. The February 2025 file has 7,824 of them, with some IDs appearing up to five times. 15,544 of the repeats match the earlier row in every field. The import step drops exact repeats within a file. Five rows in “12_8_2024-12_15_2024-Desert Hot Springs CA PD-Network-Audit.csv” differ from the earlier row only in Total Networks Searched, such as 4965 and 4966. The import step will keep both versions of those five. This post counts each ID once.
  • IDs across files. No ID appears in two network files. 12,121 org audit IDs also appear in the network audit, as Desert Hot Springs’s own searches. The network version redacts the name and other fields, so the import step stores both.
  • Times. Search Time values are in UTC. We left them as released.
  • Org names. The network files spell some agencies more than one way, as described above. We left them as released.

#Anomalies

#Missing days

Neither audit covers July 31 or August 31, 2026. The July network file ends at 12:00 a.m. on July 31, and the August file ends at 11:59 p.m. on August 30. The org audit also misses April 30, May 31, June 30, and March 31 after 3:30 a.m. The network audit shows 219 Desert Hot Springs searches in those gaps: 18 on March 31, 53 on April 30, 18 on May 31, and 130 on June 30.

#Test records

Six org records have “test” in the reason: “Trespass - test” five times on March 6, 2026 and “Assault/Battery Offenses - test” once on April 5, 2026.

In the network audit, 12,994 records from 232 agencies have a reason containing a word that starts with “test”. Desert Hot Springs CA PD entered 1,654 of them between August 19, 2021 and April 5, 2026. 1,638 of those read “test” alone, in some capitalization.

How we processed the files lists every step.
