#Reasons

“Investigation” in its various capitalizations and abbreviations (Investigation, investigation, invest, INVESTIGATION, Inv, inves) accounts for the largest combined share of records. Vehicle theft is the next largest category: California Penal Code 10851 (taking or driving a vehicle without consent) appears 760 times; various “Stolen vehicle” strings total another ~600 records. Armed robbery appears as 211 (198 records) and 459/459PC (burglary, ~167 records) alongside 245 (assault with a deadly weapon, 105 records).

554 unique case numbers appear in the dataset, with the most-referenced being 26043721 (126 searches), 26022195 (77), 26-434 (69), and several WDP-prefixed case numbers.

#Long-term Investigations and Disclosures

One user — Mark Gojkovich — recorded 2,545 searches spanning May 2022 through April 2026, concentrated in a small number of investigations worked persistently over multiple years: 195 searches tagged “24-3914 robbery suspect,” 470 carrying child exploitation reason strings (child pornography or child molest suspect, spanning May 2022 – March 2026), 49 tagged “22-3528 rape suspect,” and clusters of searches for shooting and assault suspects across several other cases.

Those reason strings — “child pornography suspect,” “rape suspect,” “child molest suspect” — are recorded in Flock’s system alongside whatever vehicle or plate data was entered, and are shared with every Flock and Flock-customer employee with access, becoming part of the public record.

Network volume grew steadily from Woodland’s initial deployment through mid-2024, peaking around 130K searches per week in summer 2024. In the week of October 7, 2024, the number of organizations accessing the network dropped from roughly 2,200 to 1,100 — and then the following week to about 255, where it has remained through the end of the dataset.

Search volume held steady in absolute terms despite the access reduction. This pattern — a sharp contraction in accessing agencies while raw query volume stays flat or grows — has been observed across several other California networks around the same period.

Riverside County CA SO leads with 1.2 million searches — 8.2% of all network queries — from roughly 130 miles away in Southern California. NCRIC (the Northern California Regional Intelligence Center, a DHS-funded fusion center) accounts for 317,197 searches.

#October 2024 access restriction

The access contraction visible in the chart — from ~2,200 agencies per week to ~255 — shows a selective pattern when broken down by agency. Houston TX PD and NCRIC both increased their query volumes after the cutoff (Houston: 373K → 482K; NCRIC: 68K → 250K). New York State Police went from 8,893 to 21,718. A handful of California agencies similarly retained or grew their access.

Out-of-state agencies that previously ran large volumes through Woodland’s network largely disappeared. Illinois State Police (29,677 before, 0 after), Gwinnett County GA PD (29,606 → 0), Fort Worth TX PD (29,036 → 150), Cobb County GA (23,701 → 22), Indianapolis Metro PD (20,987 → 10), Dallas TX PD (78,591 → 91), and the Arizona Department of Public Safety (11,828 → 8) all effectively lost access. [Federal] FBI, which had run 9,689 searches before the cutoff, dropped to zero after.

The agencies that retained substantial access after the restriction are a much smaller and more concentrated set than the broad national pool that had access before.

The most common reason strings are ICE (749), HSI (587), HSI-CMLO (196), HSI INV (160), HSI Narcs (155), and HSI Interdiction (126). Lowndes County GA SO (298 searches) is a recurring presence in immigration-enforcement query data across many Flock networks we have examined. Menifee CA PD’s 911 searches represent the single largest agency total for immigration-tagged queries in this network.
